Mr. Kosar is a skilled professional engineer with a passion for bridge design, analysis inspection, and rehabilitation. As Assistant State Structures Design Engineer the Florida Department of Transportation (FDOT), he led the Plans Review Group, overseeing approval of major and complex Category 2 bridge designs ensuring safety and innovation in Florida’s infrastructure. His expertise in delivering FDOT design-build contracts has been instrumental in resolving complex structural challenges and shaping polices that enhance bridge design and construction efficiency. His contributions have also helped shape structure policies based on real-world lessons learned, further enhancing the quality and efficiency of bridge projects.
Matt is a qualified National Bridge Inspection Standard (NBIS) team leader for routine and non-redundant steel tension member (NSTM) inspections and has served as an inspection team leader on several bridge inspections around the nation. As an Adjunct Instructor at the FAMU-FSU College of Engineering, he has taught Structural Analysis and Strength of Materials, helping to shape the next generation of engineers. His passion for teaching reflects his belief in the value of knowledge-sharing, ensuring that young professionals gain both technical proficiency and problem-solving skills essential for success in the industry.
