Mr. Quesada brings a wealth of extensive CEI experience, successfully serving the role of Senior Project Engineer (SPE) on numerous complex and high-profile projects in South Florida, including the $244M HEFT Widening, $149M SR 836 Operation, Capacity, and Interchange Improvements D-B, $94M Flagler Memorial Bridge Replacement Design-Build, $559M Palmetto Section 5/SR 826 and SR 836 Interchange, $78M MIC/MIA Package 2, and the $46M Okeechobee Road Widening and Le Jeune Road Flyover.

His responsibilities include performing advanced engineering work, while managing & monitoring the Consultant Construction Engineering and Inspection (CCEI) contract; being the responsible in charge of the CCEI managed construction project at all times to ensure construction project administration is in accordance with the contract documents, CPAM, department policies, and procedures; acting as the liaison between the CCEI, contractor, Department’s Project Manager, and the Engineer of Record; extensive knowledge of the concepts, terminology, principles, and analytical & problem-solving techniques of roadway and bridge construction; possessing the skills required for conflict resolution; reviewing, analyzing, and negotiating contracts, claims, and time extensions; performing quarterly and final CCEI performance evaluations & in-depth internal Quality Assurance Reviews (QARs), in accordance with the contract documents; and, reviewing & recommending approval of CCEI personnel action requests.
