West Lucas Road will be reconstructed and widened from the existing 3-lane section to 4-lane divided section with considerations for an ultimate 6-lane divided section. The roadway will consist of concrete pavement with two lanes each way, divided by a 14 ft grassed median, and various left/right turn lanes. The project includes a culvert crossing at Muddy Creek to replace the existing culvert. The project includes an upgrade to all pavement markings and all ground-mounted signs. The drainage system along the roadway is designed as primarily an open system along West Lucas Road. Driveway connections and access are maintained and improved where impacted by construction. Temporary traffic control is provided for phased construction; traffic will be maintained at least one lane in each direction without the use of detours.

The corridor connects to TxDOT FM Roads at each end. Funding for the project is a combination from Collin County and local participation. High level coordination is required with multiple stakeholders: Collin County for design criteria and right-of-way, TxDOT for the intersections and transitions, local property owners with direct access to West Lucas Road.  BCC is holding regular Neighborhood Meetings to keep the public and stakeholders engaged.

BCC is providing complete design, analysis and construction plans for the pavement, drainage, roadway, culvert, intersections, utility relocations, signing and marking, and traffic control. BCC is producing the bid package, managing the bid process, and is responsible for the project management, construction administration, and construction inspection.
